Lord of the Rings and Harry Potters get up to 3 hours, WOT would need the same.

I'd go further like LoTR and have a 3 hr movie, then an extra 15 - 30 minutes for the extended edition DVD's.

As for what to cut, the start could be cut down in length. It doesn't need all the discussion with Cenn or the inner workings of the council. Skip the fireworks and it's will it arrive/won't it altogether. Fain and Thom turn up minus the worry.

Perrin's journey with Egwene and Elyas could be shortened. Basically join him, reach the Tinkers quicker, then straight from them to Stedding - doesn't strictly need the wolves attacked by ravens part.

The black wind whilst interesting doesn't play a crucial role. Although it's not accurate it could be mentioned by Loial, they enter the Ways, exit and note they were lucky - skipping those chapters.
