I would say she allows the use of the a'dam as punishment for the Black Ajah.

It would be the most surprising decision for her to make, dontcha think? So far she'd NEVER want the a'dam put on aoyone, but since the BA have no prohibition against using the OP as a weapon, what better way to put them to use fighting for the Light...
