The adam is a ter'angreal. Ter'angreal are complicated objects of power ... usually. The Adam is actually crude as far as ter'angreal go.
So, we know how many things about these objects of power and their effects are unexpected and unknown.
Now, would it be hard to imagine that the part of the Adam which forces and involuntary linking between the damane and sul'daman also effects the power in a way that the damne is incapable of making a gateway?
I'm just saying. If Sanderson put it in the next book I would have absolutely no problem believing it and accepting that it fits in the context of the book.
I wouldn't have a problem with it being the other way around either. Just saying that it's possible.
