I fail to see why you think there's any special skill involved in making defensive weaves. The take the same kind of skill a channeler needs to make any other weave, and Cadsuane has shown herself to be quite a skillful woman. Look at her ward in tGS, which requited some very special weaves to counter. And she invented it herself!

Moreover, in the Cleansing of Saidin, she showed that she has no issues making defensive weaves. Her shield is what stood against attacks from Cyndane, after all. That shield showed no signs of "atrophied" skill.
