I think the TP is supposed to be part of the DO, which would make me think that there is only the TP, not two halves. But then I'm sure that BS hinted heavily that the OP is part of the creator so I'm not so sure.
Anyway, I've just tried to answer my own question and ignored yours
so, unless I'm mistaken, the only person we've seen (other than Rand) wielding the TP is Moridin, and I doubt if we'll see another. Even if we did, I don't think the forsaken trust each other well enough to link and hand all control over to one leader, so we'll probably never see a TP circle. We could, however, see Rand in a circle wielding the TP (assuming he can still access it) and so we may still find out if the TP can be linked with the OP.
I guess only time will tell!
