those who stood aside are just as responsible for the breaking of the Tower as the "Loyalists" or the "Rebels"
The Tower struggle is only seen as important because a main character was smack in the middle of it, and it allowed for the advance of possibly the two most important Aes Sedai in living memory. In the overall scheme of things, drop in the bucket.
unless sipping tea at a high end Inn in Caemlyn counts as important.
