Cuendillar plate armor is very unlikely to ever appear in the series. None of the current channelers have the motivation and few have the ability to create cuendillar anything. The Asha'man might be more capable, but they don't know the weave, and are unlikely to learn it in time to get mass production established.
Even if they only made a few sets, a few sets aren't going to do any good. A channeler can still cook them in their armor, or attack the weak points, which any armor will have. Not going to make a difference in the big scheme of things either way.
That's why I suggested the shields. They're easy to make, so all kinds of apprentice blacksmiths could get to work on them, and can be made extremely light, because foil-thin Cuendillar is better than inch-thick iron.
