He obviously treats SaSG as cannon here, and I think it wouldn't make much sense to write this piece to explain the readers what happened then (apparently RJ couldn't put all the info into the series that well), but that this explanation is actually wrong. But as said, while it isn't explicitely stated, I think it's possible that ta'veren or the influence of the Pattern was also a reason, why the women refused to help LTT, besides the political quarrels.
Okay, I found the text and here is a quote from the very beginning of the actual story of tSaSG:

Then we get the text.
And at the end we get:
The most suitable comment surely comes from what appears to be the introduction of the fragmentary manuscript. “Whoever read this, if any remain to read it, weep for us who have no more tears. Pray for us who are damned alive.”
There are several more references to this "manuscript". So yes, obviously the text is canon. But it is canon the way the books are canon, and not the way something RJ said directly to the fans is.
Moiraine may say something in the books, this is canon, but it can also be incorrect since Moiraine is WRONG.
Just like it is canon that the manuscript was found in WoT, and that this Jorille Mondevin wrote tSaSG based on that, and that just like Moiraine, she could be WRONG!
See what I mean? tSaSG is not to be dismissed, but the way RJ wrote it also means that if parts of it are proven incorrect in the final books, its not a case of being inconsistent, but rather a case of the book(which RJ said was written by a scholar in WoT world) being wrong since the "manuscript" was partially inaccurate or mistranslations happened or such.
