The Tower struggle is only seen as important because a main character was smack in the middle of it, and it allowed for the advance of possibly the two most important Aes Sedai in living memory. In the overall scheme of things, drop in the bucket.

There are millions of Andorans, and their fates and well-beings are directly tied to the outcome of the political issues in Caemlyn during this time. The Tower struggle was about the privileges and rights of less than 1,000 women, who are already at the highest level of society by virtue of their being Aes Sedai. It is like having a "civil war" over a social quarrel between the Vanderbilts and the Rockefellers. No matter who wins, nothing changes for the normal people.

Until there is some evidence of what they were doing or not doing, merely being in Caemlyn where they can Heal people or fight a sudden Trolloc irruption is far more useful than writing reports for Romanda & Lelaine to quarrel over in the "Hall," or waiting in ambush for sisters of a different Ajah who stray into your own Ajah's quarters.
