That most Tinkers are for the first time gathered at one place. This could be a good opportunity for the Shadow to destroy a group, whose belief is likely an anathema to the DO's agenda.

He wants everyone to die, whether they're kind to puppies and orphans or if they're murderers. The only people he would actively plot against would be those who may thwart his plans- anything else is just general chaos.


By which I mean, the DO would send an army of Trollocs against a nation, because that's part of his plan of taking over the world. And the DO would slaughter every person he found (Tinker or no), because that's just how he is.

What the DO would NOT do, is plot out a dangerous, complicated route through the Ways to send a squad of Trollocs to Ebou Dar to take out a group of people whom, to him, do not matter in the slightest.
