Why not? Perrin's 'army' was completely out of options, ages from anywhere. Rand has an army of channelers that can make gateways. Why wouldn't they bring Perrin? It's the smart thing to do, it's not like Perrin is still hunting down Masema or Faile.
He's got 2 Asha'man who know how to Travel and maybe 5 women (none of whom have ever been seen to Travel). He's got 100k+ people to move and it's clearly stated that the AM are too exhausted to hold open the Gateways for that many people.
