The Belief-part could hint at a metaphysical element of TG, where "pure people" are needed to stabilize the Pattern; similarly does a dark Rand harm the Pattern. The Amayar are all dead, there are only the Tinkers and the Westlands Ogier left as really "good groups", and the Ogier consider to leave the world (though Loial will certainly convince them to stay and fight). So, the Shadow might profit from destroying the Tinkers.
