Now if the manuscript was written by the court historian of Queen Morgase Trakand of Andor, or Queen Tylin Quintara of House Mitsobar of Altara, or the Empress Radhanan, then we would KNOW it has already been written, because anything written DURING their reigns has to have been written by now. For a still reigning queen, there is no such guarantee. All we know about the writing date of the manuscript is that it was NOT written BEFORE she came to throne, and will be written sometime before her death or deposition. Until her reign ends, you cannot say it has been written, any more than you can claim the Haiti earthquake will be the greatest natural disaster of Barack Hussein Obama's presidency.
