At least the hair isn't stick-straight. As said, hairstyle can change, especially since it's around 2 years since we saw the DF Domani the last time.
That Milisair apparently ordered the messenger to be tortured and later maybe killed, would rather strengthen her ruthlessness, which fits the persona of a DF. Plus, it simply makes sense that if only one really powerful person in Bandar Eban survives the chaos Graendal made, that this person had Graendal's support and is a DF.

There is more to it than a hairstyle change ... tight curls grow outward and get bushy ... waving hair is quite different and short of chemical treatments the two things do not look anything alike.
