So it was probably a combination of a few things. Who felt the most insulted, who was willing to help those feeling most insulted, who had the strength and ability to spare (if you're in the middle of fighting with your neighbors over goats, you can't spare those spears to fight in a foreign war)
Distance could be an issue as well- If you're at the northeast border of the Waste, used to living a stone's throw away from Sharans, it's going to take you FOREVER to get to Cairhein.
