I think its just random acts of violence. The weather has stabalized but food still spoils much too quickly and crops are not growing as they should. The DO is still touching the world just not as directly as he would wish he was able. I belive they are innocent by standers just as thoes in that town Matt had to fight his way out of. Pattern break down and the DOs touch on innocents. They were not bad people. Just unlucky over and over and over again. (Nu hu ha ha ha) Instead of just unlucky once with beetles eating you inside out. Or spontanious human combustion. Just dont eat food causing gas.
