No; I think the Seanchan really are a culture very warped by Ishamael's manipulations, and that the Seanchan Prophecies are made up.
I also think that when Rand defeats the Dark One, the Seanchan will not believe it, nor will they believe any of the tales the Westlanders tell of a Last Battle being won. I think they will react to such stories by, ironically, thinking that Westerners are very superstitious - they already think so. Only the most learned and independent-minded of them will find links between the death of the entire Imperial family and certain signs occurring around the world, and even then, very few will link Rand as the Dragon Reborn to them.
