The list Moiraine used to search for Rand was made up of names of babies born at the right time and near Dragonmount and whose parents were associated with the Westland army. Rand's birth parents Shaiel/Tigraine and Janduin were Aiel. Rand would not have been on the list.

I can't find the place in the book for the life of me but Kari and Tam's names are in Moiraine's notebook as possible parents of the Dragon Reborn.
