Besides it probably also had something to do with who gave the tree to Laman in the first place.
The thing about Aiel honor is that it is a strict code; you can not meet someone else's toh for them. The clan(s) that were instumental in gifting the safe passage to Laman's people would have the responsibility to ensure that he was punished for cutting down the tree. The rest of the Aiel would only get involved if they failed.
