If you are new somewhere and have a chance to learn, you should at least in the first time show that you are really dedicated to your studies and want to achieve your goal. It's the same if you have a new job; if you don't prove that you fit in there in the first months and you even don't seem to care much about your job, you are likely fired by your boss again, even if you are highly intelligent.
And if you are one of a very small number of people capable of doing a particular task, and there is a desperate war kicking off, you don't get a discharge!It's a privilege to be educated as an AS (for free, by the way), and if a novice openly shows that she is more interested in the Warders than in learning, she simply doesn't fit in. After all, Else's behaviour also wouldn't be a good example for all the other novices, who truly dedicate themselves to study.
So the Tower will have to work a little harder to teach her! And they can punish her pour encourager les autres, as it were. They can even write off her as a potential future sister, but they should be keeping anyone with any inclination and ability to contribute at all.So, it's ridiculous to blame Siuan for that decision, especially since TG wasn't that imminent at this point.
It WAS, and she knew! She MET with the Dragon Reborn long before she returned to the Tower, bringing the woman to whom she would eventually give the news of Else's departure. If she got rid of Else before she knew the Dragon Reborn was an adult who had started channeling (and therefore had an expiration date), Nynaeve would not have known Else to question her use as a messenger.
