That wasn't foreshadowing. It was Arangar gloating at how she disposed of her former allies once she didn't need them anymore.
An example of foreshadowing was Semirhage pondering on how she would not be sacrificed in an attempt to capture Rand, and that was exactly what ended up happening.
Another example of foreshadowing was the old folk tale of rain being tears caused by the Dark One beating Semirhage.
Arangar musing on how great she supposedly is at manipulating and using her temporary allies has nothing to do with Rand balefiring Graendal.
