If you're going to go to all this effort for a single individual then it would need to be for someone with either one or more of the following:
1. Power - ie a powerful channeler like Nynaeve, Alivia or Talaan
2. Influence - ie a ruler/leader like Tuon or Logain (I'd say Taim but there's no need there)
3. Special abilities - Elayne's ability to make Ter'angreal
It does seem like an awful lot of effort to go to for one person, and the shadow seems to prefer to try manipulating people into doing what they want (ie Elaida) or killing people to stop them doing what the don't want (ie Herid Fel). If you turned a whole group of people though, that could make a much bigger difference. Imagine if Mesaana has been working away in the background turning all the novices of the White Tower to the shadow. It would fit her MO from the Age of Legends too.
