I think.
Even though that is a silly thought, probably - some unimportant character can easily be named several dozen times in a few paragraphs and so get to more mentions than, apparently, the rather important Cirdan. I'm guessing the Appendices have been left out of this.
only show up in the Appendices. Gildor, for instance, and Cirdan, do not actually take up much space in the main text/s. Helm Hammerhand isn't there at all, just mentioned because of a geographical-historical-strategic coincidence. He's not an important character in the text's present. He's very important backstory, and history.
Tolkien beat us around the head with several things, but every so often he'd do it just one per item, but with great precision and force, so it stays with us even though it wasn't repeated.
It's not all that surprising, is all.
I'll tell you the one I find shocking? Goldberry. Really? She wasn't mentioned all that much... was she?
