The Theory goes that during TTH when Dragnipur starts to break, Draconus is able to reach out and touch the world, whitout actually leaving in the flesh. Ditch, a regular mage, is able to reach a sliver of his own power as Chaos closes in on and if someone like that is able reach some part his power then Draconus (who is infinitly more powerful and knowledgeable) should be able to do the same thing.
There is also a specific episode in TTH when Draconus becomes insubstansial which might be taken as the time when Heuk summons him.
