That the highprinces have to pay high wartime rates for Soulcasters, and a lot of them are already behind on their payments for using them to create food. They're not going to willingly incur more debt to Elhokar just to make it easier for them to get to the plateaus.
You mean the plateaus where the massive valuable gemhearts are? Seems like speed would be worth it.

I can understand them not throwing up a bunch of Soulcast bridges right from the start, but after six years, I expected to see a couple. Or at least see a character suggest them, and have another character shoot the idea down.
And if Sadeas could afford separate barracks for each bridge crew, I don't think it's too expensive. According to the Ars Arcanum, creating stone takes Topaz, a cheaper gem.
