I carry out reviews of research literature sometimes, and have to make a lot of notes. It does kill your reading speed. I found switching to a dictaphone (I actually just use audacity for my PC and a gaming headset) helped a lot - I can open a file for each paper and speak my thoughts as I go, almost without stopping reading. It helped me a lot, don't know if it would help you...
