As others have said, that part takes place halfway through ASoS.

The iron island chapters in AFFC take place during the third book, before even Joffrey's death (Joffrey, Tyrion and Tywin discuss Balon Greyjoy's death and Euron showing up in the third book). Around that time Daenerys has just shown up in Slaver's Bay and there seems to be no problem with the dragons. In addition, the horn probably doesn't have a range of 4,000+ miles.
