I mean, if you just saw them on the street later, that'd certainly be creepy!! But if you're, say, waiting in an airport and then ended up sitting near them, or waiting in a line near them, then I don't see what the problem would be. Or if maybe you're in a coffee shop sitting near them and they put their book down later for some reason.

Either way, you're approaching a total stranger and admitting you've been observing them. One way you're interrupting them, the other you're not.
