My understanding/memory of it was that happened during the same time period as other events in the main novels and/or implied that he had been doing so for quite a while.


There was also something weird going on in "White Night" with his behavior, but that was specific to the plot of that novel where he was constrained from overtly helping. The tail he had in "Proven Guilty" was apparently actively hostile (ramming his car, IIRC), and Thomas would later be demonstrated to have a full plate at this point in his life, anyway.
