I thought Green Mars was slower, like you said - the most interesting characters from the 1st book were gone. But Blue Mars, while having some parts that dragged, recaptures the energy and excitement of the 1st - especially parts with Nadya and drafting of the constitution.
The entire trilogy is a tremendous achievement in science fiction, it is on the list of my "19 favorite books ever," the only hard SF book on the list.
