What, in your mind, made it a better story than Perdido Street Station? Less worldbuilding? The more pronounced criticism of capitalism? I'm genuinely curious; your opinion isn't one I've seen before.
PERDIDO gets ragged on a lot for its fairly simplistic plot and somewhat muddled ending, whilst THE SCAR is generally held to be great right from the start to the finish. I haven't read THE SCAR yet so can't comment from personal experience, but almost every person I know who has read both rate THE SCAR as superior, and often as Mieville's best book to date.
