Cersei's multiple atrocities, Littlefinger's betrayals, Robert's neglect of his job, Theon's betrayal of the Starks and subsequent murders, and even Jaime are all more evil than she is.

Her "evil" actions are merely the murders of a few people. That isn't even in the same league as the others. And if you believe that Cersei has justification for her actions, then I say that revenge is plenty of justification. Arya isn't a saint, but she's not evil either. Morally gray, and nothing more.
