Here in the US, we are not accustomed to carrying a mandatory ID. You're supposed to carry your Driver's ID when you drive and you can be ticketed, but you typically have 24 hours to present your ID to the court...and that's if the officer even cares enough to write you a ticket.
So now, if some 3rd generation American latino man gets pulled over without his license on him (I won't even get into whether the officers would accept a driver's ID. Requiring us to show anything else would mean most everyone could be detained), he can be hauled off to the local jail. Oh, I'm sure things would get straightened out (eventually) and he wouldn't have to be there more than a day or so, but that's obviously not the point.
