Anyway, my point is only that even if the "law" requires them to have it on their person 24/, realistically, not everyone does and for reasons that make sense.
You're supposed to always have your driver's ID on you when you drive, as well. But a lot of people forget it on occasion.
People sometimes forget their driver's license even though they're supposed to have it with them. Yes, and? Should the requirement to carry it be removed just because people sometimes forget it? I'm not sure what the point of that was supposed to be - unless of course you're just saying that the consequences of failing to carry such documents should be the same as the consequences of failing to have your driver's license when caught in a traffic violation. In which case, yes, I haven't seen anything suggesting it would be different?
