I'm not sure if this will fully explain what you're asking about, but it's very interesting.
Essentially, cyclic numbers occur when you have a prime number that does not divide the base in which you're working (decimal is base 10). The lowest primes that fit this description are 3 and 7 for base 10, and it so happens that 7 provides the first non-trivial cyclic number (3 just repeats itself).
