that the bill would get to nearly 200 billion in spending, but it would only add 134 billion to the budget deficit - one would assume because the other 60 or so billion was stuff that had already been calculated in the budget projections one way or another. But it's admittedly unclear.

Edit: I reread it again, and to clarify, this seems to be what they're saying:

- There is a bill for war purposes, of which two versions exist of 63 and 58 billion, but they're both being filled up with unrelated stuff to the point that the 63 billion dollar one at least is approaching 100 billion, or would approach 100 billion if the additions to both versions are combined

- And then there's another bill which is meant to extend previous tax cuts (like I said, something that had already been calculated in the deficit beforehand), apparently to the tune of about 60 billion again, but has had 134 billion in unrelated spending tacked on to it

- Thus leading to a total of about 300 billion in spending, of which only about 120 billion was intended beforehand
