Since the VP has no real function, I rate them on the basis of entertainment value. Gore didn't get funny until he broke out of Clinton's shadow, Bush1's malapropisms didn't get much press until he run for President, Cheney was boring... Biden matches Quayle but with some plagiarism & shady business issues to boot.
