I think that is as big of a deal in Eastern Europe to people as direct thievery is.

But in Belgium that's not as much of a stigma as it might be elsewhere - hell, lots of people do that. :P And I actually think they live off government money rather less than they might, precisely because they don't really assimilate and don't really know how to go about all the paperwork and things like that.

Those might just be prejudices, though, I really don't know more about them than what I occasionally read in the newspaper.
