The flow of the game changes a lot more when a blatant horrible call is made than it would if the referee had to take 30 seconds to make a call. And there could be limits on it, just like in every other sport. They could give 1 or 2 replays to each coach for the entire game.
There would still be horrible calls (like red cards on flops) but at least goals would have the right call.
