The flow of the game changes a lot more when a blatant horrible call is made than it would if the referee had to take 30 seconds to make a call. And there could be limits on it, just like in every other sport. They could give 1 or 2 replays to each coach for the entire game.

In cricket the captain of the team is allowed 3 appeals on a decision, and the umpire has to refer it to the third umpire for television analysis. If the decision is overturned, he keeps his appeal chance, but if the captain referred foolishly, he loses it.
Deciding on a goal isn't really a problem - it seems like yesterday was the first true problem as to whether the ball crossed the line.
The problems seem to be those centered around human error, namely yellow and red cards, and off-sides.
I consider off-sides (at least when the ball went in the net) to be "deciding on a goal" but I suppose the problem with that is when offsides is called before we find out whether the ball went in.
