I think the whole idea behind the gay bar is that, the cultural center's idea is stated to be to promote peace and tolerance. So the guy is proposing to build the gay bar (with Islam friendly room) right next to the mosque to test that idea.
Even still, the name were funny in a pun-ish sort of way (yeah, intended)
