It should not open in a new window unless your browser is weird (weird as in EVERY link opens in a new window).
Now clicking the middle mouse button (= scroll wheel) will open in a new tab in most browsers, and I do this instinctively. But that's another type of click.
Mine does the funny sticking a crosshair on the point you click on then moves the web page with the mouse movements thingy.
If someone wants to make a link open in a new window, add target="_blank" within the link tag (so that it looks like a href="http://whatever.com" target="_blank", but with tags around)
That was what I was thinking of.
