The shorts I could understand a little since short shorts were in style for both men and women back then. That could get distracting for myriad reasons. I am not sure if it would be classified as hideous on the guys or not...depends on which guy and how hirsute he was. I suppose the same could apply to girls.

Oddly enough we didn't really have much of a dress code. The fashion of the day was to dress up every day. (Disco was big) Mini skirts were out so there was nothing to complain about. People usually didn't wear shorts except in gym but I don't think there was any rule against wearing them since I do remember some people wearing them occasionally.
