At some point it should cease being necessary to qualify virtually every statement one makes. But okay.

What do the decorations of the 95% of Americans who put up unobtrusive lights far, far dimmer than streetlights have to do with manners?

Obviously those 5 percent are the real problem. Bad manners are not bad manners only if everyone does it. Quite the contrary.
