There is a bully in my office. She doesn't answer to anyone, so she of course gets away with it.

Most bullies will stop targeting you if it stops being satisfying to them. Refuse to play her game. If it were me, and there were nothing I could do to affect/change her behavior, I'd kill her with kindness. It confuses them and makes you look like a saint

Anything she tells you, you just give her a big smile and say something like, "that's a really great suggestion. I never would have even thought of doing it that way. Thank you!" Invite her out to lunch to ask for her ideas about how to do your job better. You can totally play her. Just have fun with it!
