1. What is your opinion on the subject?
A) Awesome way to penalize someone for being stupid and/or lazy which could have deadly effects.
Actually, it is the same as driving with unsecured cargo on the top of your vehicle. Of course you have to be fined for that, it can kill people. However, an inch or two is hardly a problem, nobody cares about that.
I agree with this. Can be very dangerous.
B) Another stupid nanny state law.
C) Meh, I don't care- I live in a warm place that doesn't get snow much, if at all.
2. Does your state/country have a law about this already?
Probably. Nobody seems to care much. It's just snow after all.
Yes
3. If yes, what is the penalty?
Fine or prison, but depending on the damage caused. Just driving is probably just a fine.
I don't know - but if you don't clean your windows properly, you are looking at a 5000SEK (USD775) fine or something like that. Reckless endangerment or something. Could even cost you your license for a couple of months.
I realize this may be a pot-stirring question, but I found it an appropriate question just after a big snowstorm.

If you're going to accept the legitimacy of traffic laws in the first place, this is okay.

It seems to me that the issue isn't the obstructed view at all.
