The chief is due to step down to stand in the Egyptian elections when they happen so he's more motivated by that than his current role - Qatar I believe is sending forces to join in the enforcement of the no fly zone... and the US, UK and France made a pretty stupid error by not waiting for the Qatar forces and acting in a supporting role to them.

I guess the desire to make it look like they were doing something good overrode sense.
