City limits can be misleading it makes more sense to measure by total metropolitan area. Dallas may have only 1.2 million people living in the city limits but it is more like one giant city called DFW that has 6.3 million people in it. If you measure it by metropolitan area Toronto would just edge out Boston for tenth place and Montreal would come at 15. If you moved the Toronto area to Texas it would only come in third in the State.
I still think that rates them the title of city but it really doesn't compare to America's big three.
