The Republicans are saying this because Democrats are saying that cuts can't be made to Medicare and Medicaid other than some trimming around the edges. I suspect that there would be some begrudging agreement if the Democrats actually started chopping into the meat of entitlement programs. Additionally, the Republicans don't want to agree to the proposal as framed, but probably want to see the details and then scale it back.
