I definitely agree that the "look at the kids at the start of the year, look at the kids at the end of the year, see how much they improved" idea is a solid one- that's not what I've heard from my friends' various schools.
For example, in DC, it was explained to me like this: DC says that someone graduating 3rd grade should know this, this, and this. If they don't, then the teacher gets dinged, and that's that.
And without getting into individual demands, I think it's definitely important that teachers have a union. Otherwise, there's no recourse, no defense when suddenly people's moods turn sour. "Our reading levels are in the toilet! It must be the teachers' fault! Pay cuts for all, unless the kids become excellent readers!"
While really, when you have a home environment where his parents don't read, his friends don't read, and everyone just plays video games means that pretty much anything the teacher does in that regard is near-futile.
I'm not calling you anti-teacher, but I am saying that unions protect teachers when the mob goes looking for someone to blame.
